Look, here’s the scene: you’re on the sofa scrolling on your phone, and you find your future "beast" on a German website. The car is immaculate, has all the kit you wanted, and costs €10,000 less than at the dealer down your street. You start checking flights on Skyscanner and picturing yourself flooring it on the Autobahn.
Stop everything. Before you start celebrating, you still have to face the boss final of car imports in Portugal: the dreaded ISV (Imposto Sobre Veículos / Vehicle Tax).
The ISV is the tax you pay so your car stops carrying a foreign plate and gets a Portuguese registration plate. And believe me, if you don’t do the maths before buying the plane ticket, that "cheap" car can turn into a financial nightmare.
So you don’t end up crying at the Customs door, Martin explains how to tame this monster in 4 simple steps:
1. The CO2 Trap 💨
In the old days, the tax was calculated almost exclusively on engine size (cubic capacity). Today, the State really wants to know how much your car pollutes. A dirt-cheap car abroad that emits a lot of CO2 will pay a fortune in tax here. On the other hand, a recent, efficient car (or a hybrid/electric one) gets brutal discounts. Golden rule: always look at the CO2 emissions in the listing before you look at the price.
2. Gather the "Ingredients" of the Formula 🧪
To use the simulator you don’t need to be an accountant, but you need 4 exact pieces of data about the car you want to buy:
- Cubic Capacity (cm3): (e.g. 1995 cm3)
- CO2 Emissions (g/km): Watch out — for newer cars (post-2018) always use the WLTP value, not the old NEDC!
- Fuel: Diesel, Petrol, Hybrid, etc.
- Date of First Registration: Month and year. This is what determines the "age" discount the car gets. The older the car, the bigger the tax reduction.

3. The Tax Authority’s Simulator Is Your Friend 💻
Forget mental maths or grocery-bill scribbles on a napkin. Go to the Tax Authority’s portal (or Google "Simulador ISV" and use a customs broker’s site, which is usually easier to fill in) and enter the data you collected. In 10 seconds, the screen spits out the exact amount you’ll have to pay to the Portuguese State.
4. Do the Final Maths (Seriously, the Whole Bill) 🧮
The car costs €15,000. The ISV came out at €3,000. Cool, total €18,000! Wrong. Add to this bill the German transit plates with insurance (about €200), the flight there, the diesel to drive 2,500 km back, the tolls, the hotel nights along the way, and the registry fees here. If, after adding everything up honestly, the car is still cheaper than buying in Portugal, then yes, you have a green light to go ahead!
Done the Maths? Sort the Flight… And the Bureaucracy!
Everything checks out. The ISV is acceptable, the car is well worth it, and you’ve already booked the flight to Munich or Paris to fetch the machine.
